Tuna Processing Hub and Spoke Feasibility Study

A combination desk-top and field study was conducted based on the nine terms of reference to formulate a tuna processing Hub strategy; as per the Roadmap for Sustainable Pacific Fisheries endorsed by the Pacific Island Forum leaders in 2015.

The strategy elements comprising the nine terms of reference analysed are:

i) current and proposed sub-regional and regional mechanisms aimed at maximising economic benefits;
ii) hub development concepts;
iii) benefits from enterprise operational models;
iv) potential geographical locations for Hubs;
v) approximate infrastructure investment costs;
vi) expected tuna supply needed;
vii) countries with little realistic potential as Hubs;
viii) existing or potential investors;
ix) promising partnerships between Hub and Spoke countries and potential
investors.
