The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental organisation that works to strengthen national capacity and regional solidarity so that Pacific nations can manage, control, and develop their fisheries now and in the future.

We are located in Honiara, Solomon Islands, and work with our 17-member nations: Australia, the Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu.

Your unique opportunity

We have an exciting new opportunity for a Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Specialist to join our team on a full-time basis, working from Honiara, Solomon Islands. This 3-year contract is subject to renewal based on performance appraisals and funding availability.

As the MERLA specialist, you will be responsible for evaluating processes and procedures across all FFA departments and project teams, and designing and implementing a unified best-practice process. You will form part of the new Organisation Transformation Team, and report to the Manager Organisation Transformation.

Responsibilities:

  • Lead, strengthen, and direct the MERLA function throughout FFA;
  • Develop the MERLA results and capability frameworks for implementation across FFA
  • Provide reporting to assist in the development of all FFA plans including the strategic, business, divisional, project, and work plans, as well as financial forecasts, and risk and resource plans; and
  • Ensure quality data collection, analysis and reporting of results to the senior leadership team and FFA members.

Benefits on offer

You will receive a competitive salary ranging from US$61,679 – US$84,717 (tax-free for citizens of most countries), commensurate with your skills and experience. This includes COLDA, Location Allowance, and Superannuation. Superannuation is paid every six months, amounting to 7.5% of the base salary.

We reimburse all reasonable medical, dental, and optical expenses for yourself and your dependents. Insurance coverage is also available for personal accidents, life, medical & repatriation. Education for dependent children is reimbursed at 75% of tuition fees (conditions apply). If your dependent child is studying overseas, paid school travel may be available for you or your child to visit each other once a year.

Relocation expenses will be paid, an establishment grant will be given on arrival in Honiara, and accommodation assistance will also be available.

Furthermore, you will have access to six weeks of annual leave each year, providing ample time to explore this stunning part of the world!

You’ll be great in this role because:

We seek a proactive individual with qualifications in science, maths, physics, or similar, with post-graduate training in monitoring and evaluation, and data analytics. You must have at least 7+ years of experience in a similar Monitoring and Evaluation role.

Your highly technical mind will help you find success in analysing our current processes and developing qualitative reports.

You will be an expert in Monitoring, Evaluation, Research, Learning, and Adapting, and have experience in a similar role, with a strong working knowledge of data visualisation, and an understanding of strategic and business planning.

You will have strong people management skills, and your experience in reporting and analysis of processes will give you the confidence you need to implement your processes successfully across all of the FFA departments.

Please note that full vaccination against Covid-19 is mandatory for this role. Although not essential, applicants who have had their booster are preferred.
